Camillia Whitehead

Where It Began

Camillia Whitehead, LCSW-C, grew up with a deeply personal connection to the child welfare system — her mother was raised in foster care. That history gave her an early understanding of what it means to navigate a system that can protect you and fail you at the same time.

It shaped the questions she asked, the work she chose, and the gaps she couldn't stop seeing. Long before she had credentials behind her name, she understood what families caught in these systems actually need — and how rarely they get it.

Two Decades of Clinical Depth

Camillia's career spans residential treatment, adoption therapy, maternal child health, and clinical leadership — including six years at Johns Hopkins Bayview Medical Center, where she worked with substance-exposed newborns and the adoptive and foster families receiving them, and a role as Director of Clinical Services at the Center for Adoption Support and Education (C.A.S.E.), overseeing five offices across Maryland, DC, and Virginia.

She is Training for Adoption Competency (TAC) certified, a Maryland Board Certified Social Work Supervisor, and has spent more than twenty years working at the intersection of trauma, neurodevelopment, and complex family systems.

Why Wise Care Agency Exists

Every role Camillia held pointed to the same problem: families doing the hard work of adoption and foster care were being left without the specialized, ongoing support they needed to stabilize and thrive. The system prepared families for placement. It did not prepare them for what came after.

Wise Care Agency is her answer to that gap — a trauma-informed coaching practice built specifically for the post-placement journey, shaped by everything she witnessed across two decades of clinical work, and guided by the belief that the right support, given at the right time, can change the trajectory of a family entirely.
